puerto rico: All government buildings in Puerto Rico (state and federal) are required to fly both the US and the Puerto Rico flag. Only the US Postal Service ignores this rule. Why? The US Postal Service generates huge sums of revenues from their Puerto Rico operations.|||The USPS is a Federal government branch. Federal government offices are not required, and may be prohibited, from flying the flag of the local state/territorial flag.|||Apparently the question was not understood by those who answered. If both flags are required to be flown on all (state and federal) buildings, then it should be flown on all. My question was directed as to why is the Postal Service excluded from this rule.
